HCA announces details of land disposals

Over 100 new homes are to be constructed on former railway land in Aintree, Liverpool, following the completion of the Homes and Communities Agency's (HCA's) first public land pilot disposal.The HCA selected Persimmon Homes to develop the 17-acre site, which was identified as a potential area for sustainable redevelopment in Sefton Metropolitan Borough Council’s 2011 Strategic Housing Land Availability Assessment.Persimmon Homes Lancashire expects to apply for planning permission in September this year and construction work is scheduled to commence in spring 2015, subject to a satisfactory planning consent.A significant amount of private sector investment is expected to be attracted to the area as a result of the deal, which will improve approximately ten acres of public open space for the residents of Aintree.The HCA has published its latest Land Development and Disposal Plan (LDDP), containing details of the landholdings available to developers that the HCA expects to bring to market over the next two years running up to March 2016.Up to 200 sites are expected to be brought to market during this period, helping to realise the government's commitment to dispose of enough land with capacity for 100,000 homes to around 17,000, up from 14,000, by March 2015.Case studies within the LDDP highlight new development opportunities, providing details of land recently acquired from central government departments such as the Ministry of Defence and the Department of Health.Sites are disposed of on a competitive basis, many through the HCA's Delivery Partner Panel, which speeds up the process of procuring a development partner and reduces the associated costs.HCA chief executive Andy Rose said: "We are now the second largest contributor of land supply in government and this is core business for the HCA, building on our commercial expertise, experience of managing large portfolios of land and investment and local knowledge."We are already adding more sites to our development pipeline, such as 29 surplus sites acquired from central government last year and recently 6 NHS Trust sites."
